Burr will have the distinction of being Oneonta’s first honorary inductee into the Hall of Fame. The category was established to honor those individuals who have made significant contributions to the enhancement of the Athletics Department at the College over a period of time or those individuals who have distinguished themselves in the field of athletics subsequent to their years at the College and who have brought great distinction to the College because of their accomplishments.

Burr was a member of the men’s soccer team during the seasons of 1964 and 1965. His greatest highlight was recording 27 saves against Brockport as a freshman. The 27 saves is still the second most all-time in the history of the men’s program.

Burr’s greatest accomplishments have come post graduation as the highest ranking men's basketball official in the NCAA. He has been officiating since 1972 and he has officiated 16 NCAA final four games and seven championship games more than any other official in NCAA history. He is the ECAC basketball coordinator of officials and is the only basketball official to be selected as one of the top 50 most powerful people in college basketball.

Burr's first final four appearance was Georgetown's 1985 semifinal victory over St. John's (NY). He officiated his first championship game in 1991, presiding over Duke's defeat of Kansas.

Through an 11-year stretch beginning in 1990, he officiated in every final four except 1996 - including five championship games. He most recently officiated Florida's 2006 championship-game victory over UCLA.
